Official government permission to stagger into work late. Hurrah!
The crush hour commute is nothing new. This compact 'cartoon modern' style public information short sets out to tackle the problem by recommending flexible working hours. Perfectly designed for the small screen by Halas & Batchelor Cartoon Films, it may not have solved the problem, but it still speaks volumes across the half century since its production.
ANIMATED PUBLIC INFORMATION FILM. A clock ticks towards nine. Voiceover: "In
the quarter of before nine in the morning, the crush hour is at its worst." A
mass of people pours towards the screen and cram onto a train. "The same
happens in the evening between half past five and quarter to six. Why be
herded like cattle?" The people moo. "By staggering working hours we could
travel like human beings." The clock moves forward, and people are seen in
comfort on trains. "Let's be human, and stagger working hours."
