The police of Mexico City are given arms during the Mexican Revolution, but seem somewhat unconvincing in this ceremonial parade.

The Mexican civil war attracted real interest in Britain, which explains why this story made newsreels even as WWI was unfolding in Europe. With exotic revolutionary figures Pancho Villa and Emiliano Zapata on their way to Mexico City, future president Carranza tried to bolster his position by bringing the police into the city's military guard.

"POLICE OF MEXICO CITY NOW ARMED WITH RIFLES AND WILL BECOME PART OF THE
CITY'S MILITARY GUARD". At a ceremonial parade of police, each man salutes as
he marches past a tent (officers inside not visible) (60).
