The new Rear Admiral takes up his post in charge of the Royal Navy in Plymouth.

Commander-in-Chief Plymouth Vice Admiral Sir Charles Piercy Mills hands over to his successor Rear Admiral John Roxburgh who took the new title of Flag Officer Plymouth. The ceremony is at held at Mount Wise in Plymouth's Devonport, Naval Headquarters from 1934 until 1996. Vice Admiral Mills leaves with his family on HMS Llandaff to take up his new appointment as Lieutenant Governor of Guernsey. The cadets are from HMS Fisgard Royal Navy Articifer Training School.

Four Royal Navy Wessex helicopters perform a flypast salute alongside Llandaff in honour of the Vice Admiral's service. HMS Llandaff is a Salisbury class type 61 aircraft direction frigate, named after the Llandaff district north of Cardiff in Wales. The ship was in service from 1955 to 1976 and then transferred the Bangladeshi Navy as BNS Umar Farooq. In July 1969 HMS Llandaff attended both the Investiture of Prince Charles as the Prince of Wales at Caernarvon Castle and a visit by the Queen to present new colours to the Western Fleet in Torquay. In 1969 the posts of Commanders-in-Chief Plymouth and Portsmouth were combined into one in charge of the newly named Naval Home Command.
