Motorcyclists being asked to walk the plank and dismount for ‘spud and water'? What's going on?

Serious motorcycle races at an airfield (possibly Pengam, Cardiff) and fun races elsewhere in which a reference to ‘coupons' indicates that the event is taking place post-WWII. Chris Jenkins, a stalwart of Cardiff Amateur Cine Society and proprietor of a hair salon in Charles Street, Cardiff, shot this footage and his cheery son, Ken, is seen with a friend on four wheels at the close of the film.
